EKCEP Assists Phillips Diversified Manufacturing with Apprenticeship to Retain Skilled Employees EKCEP's Business Services Team first met in 2017 with management from Phillips Diversified Manufacturing, a contract manufacturer with five facilities in Eastern Kentucky's Clay and Jackson counties, to discuss a new apprenticeship program at the company. Since then, with input and contributions from other partners including Clay County Area Technology Center and the Kentucky apprenticeship office, Phillips Diversified has begun training welders in-house, with three having completing the program and five others currently in training.
