Biden said Wednesday that his plan would give people the option of retaining private insurance coverage if they chose to do so.
Biden's speech comes after another presidential candidate, Sen. Bernie Sanders, defended his "Medicare for All" health care proposal. On Monday, Biden released a proposal for his plan, warning that it would be dangerous to eliminate and replace the Affordable Care Act, which Biden and others have refered to as Obamacare.
The former vice president also said Wednesday that President Donald Trump is "tearing the soul out of this country," adding that he "decided to be the president for his base."
Biden says he "will be president for all Americans," but if he didn't get the party's nomination for the 2020 election, he would support the Democrat who gets the nod.
