Interpretation---
Nikolas Cruz appears to be expressing acting out a fantasy created in his mind that he was ordered to conceal in an operation (possibly a Navy SEAL op) and carry out in some way that he believes will bring him notoriety which may involve Cruz being the front man for spooks (spies.) He appears to love this psychopathy that he is involved in. Interesting that he does not say he actually killed anyone.
Sartans appear to be a race of beings in a set of fantasy books which he may or may not have read--

Also, the RS indicates that the spy orders may not have just been sealed, but may have come from SEALs because he says he concealed his SEAL orders. I have found questionable actions and RS in two former Navy Seals now, people. Corrupt folks across the spectrum need removed and tarnished reputations taken back to a reputable state.
