Can the MOMENTUM of desires TRIUMPH over the momentum of NEGATIVE BELIEFS?

If our beliefs control our manifestations, then how can it be that our desires can triumph and give us the things we want? Abraham says that desires triumph and Abraham also says beliefs limit us - so which law of attraction statement is true?
