3.9 Patch Notes Thoughts & Starter Build Recommendations

I have to admit these are some of the most underwhelming patch notes we have had in a long while. That being said though Metamorph and Conquerors of the Atlas both look amazing. I'll have a series of dedicated starter builds added to the channel over the coming days so keep an eye out!
