Fresh Air Damper Stuck Open

On a recent service call it was discovered that a fresh air damper was sticking open. The damper actuator was receiving 2VDC but no action. The damper spring returns with zero issues. This repair of replacing the the actuator and outdoor enthalpy switch should solve the issue.
